Procurement Strategy and Policy

The Procurement Strategy and Policy branch has a whole-of-Government focus and is responsible for providing advice to Government, principally the Minister for Housing and Works and the Department of Treasury and Finance, to assist the State in delivering and maintaining Government buildings and accommodation to agreed standards. ThProcurement Strategy and Policy undertakes a proactive approach by working with Government agencies to achieve the Minister’s and Treasury’s desired outcomes.

The branch’s key responsibilities include:

  • providing advice to Treasury on asset procurement and management;
    developing procurement and construction policies for application throughout Government; and
  • leading in architecture, urban design, sustainable development and heritage management.

Procurement Strategy and Policy has undertaken a number of initiatives in delivering its agreed outcomes, including:

  • working with the Department of Treasury and Finance on strategic asset management and project initiation processes to ensure projects are appropriately evaluated to deliver best value for the State;
  • assessing and reviewing designated projects against pre-agreed targets and performance criteria;
  • developing procurement and construction policies and procedures to minimise contracting risk to Government and ensuring contracting best practice is implemented;
  • undertaking built environment initiatives to ensure a high standard of design and innovation is achieved for public buildings and precincts;
  • making available in-house expertise to provide advice on key projects and developments and built environment standards; and
  • developing guidelines for inclusion in project evaluation frameworks and tender shells.

Builders' Prequalification Scheme for Works Contracts

FOR TENDERING AND CONTRACTING FOR MAJOR NON-RESIDENTIAL BUILDING WORKS CONTRACTS WITH THE MINISTER FOR WORKS

The Department of Housing and Works (DHW), on behalf of the Minister for Works (the Minister), administers a system of prequalification for building contractors in the building and construction industry known as the Builders Pre-qualification Scheme for Works Contracts (BPS). To be eligible to compete for State Government Non-residential Building Works contracts, tendered by the DHW on behalf of the Minister, building contractors must first be pre-qualified at the appropriate level under the BPS. However, prequalification under the BPS must not be considered as a guarantee of success in being awarded a Government building works contract.

The BPS complies with the Government’s commitment to:

  • being an informed, competent and responsible client of the building and construction industry, through which it spends approximately $570 million annually;
  • consistency, fairness and transparency of its tendering and selection process for Government building projects;
  • reducing the cost of tendering for both industry and Government stakeholders; and
  • developing a sustainable industry across the State by encouraging continuous improvement and the pursuit of excellence through best practice.
